BREXIT

Customs Clearance – Brexit

As we draw closer to the 30th March 2019 and with “no deal” a huge possibility, companies within Ireland are preparing for BREXIT.

If you are one of many businesses that now needs to think “Customs Clearance” or “Export Clearance” to comply with the Irish Revenue requirements, you may well want to contact Emerald Freight and explore our services.

AEO – Authorised Economic Operator:

Emerald Freight are proud to have AEO status (Authorised Economic Operator) AEO status is a certified standard authorisation issued by customs administrations in the European Union (EU).

Why Should You Apply For AEO?

AEO allows a trader to be recognised worldwide as a safe, secure and compliant trader in international trade.

AEO is not mandatory but it does give faster access to certain simplified customs procedures and in some cases, shipments can be fast-tracked through customs procedures. The AEO status also indicates that a trader’s customs controls and procedures are efficient and compliant.

Below are some of the benefits associated with AEO

  • Priority treatment if selected for checks
  • Possibility to request a specific place for customs controls
  • Lower inspection costs
  • Reduced theft and losses
  • Fewer delayed shipments
  • Improved planning
  • Improved customer service

There are generally three types of AEO status. Traders authorised for customs simplification (an AEOC), traders authorised for security and safety (AEOS) or a combination of the two. The AEO status granted by one-member state is recognised by the customs authorities in all member states.

Any trader established in the EU who is part of an international supply chain and is involved in customs activities can apply to their country’s customs authority for AEO status (so the Revenue Commissioners for traders established in Ireland). For example, manufacturers, exporters, warehouse operators, clearance agents, importers or freight forwarders can all apply for AEO status. They just need an EORI number to do so.

Economic Operators Registration And Identification System (EORI)

If you do not already have an EORI number you will need to apply, this is a unique given to your company. The Number is valid throughout the European Union and is used as a common reference number for interaction with the customs authorities in any member state.

Please see Emerald’s EORI Guide here

Advice for contacting Revenue

If you import a regular product I would suggest you contact the Revenue for what’s called a BTI (Binding Tariff) see details, if you proceed and complete this process you will receive the below benefits

Benefits of BTI for traders

  • Legal certainty regarding tariff classification decisions.
  • Uniform application of the rules of classification throughout the European Union. Revenue will advise traders if any classification changes occur that affect their BTI.
  • A BTI may be invalidated due, for example, to a change in European Union legislation. In such cases traders may be entitled to a ‘period of grace’. If approved, this allows traders to complete any binding contracts entered on the basis of that BTI.
